4/12/2018	A neighbor of the landfill called April 6, 2018, concerned that the new liner at the landfill was flapping in the wind (winds that day were 20-30 mph). I explained that the liner has a layer of sand on it, so i'd have been very surprised to see it flopping in the wind. The caller was just sure it was liner. So i emailed Kristy Korpi, new landfill director. Kristy replied that it's the rain flap (a big black tarp positioned at the upper edge of the cell used to protect the sand from eroding off the liner). They've been having trouble holding down that large of a tarp and are soon going to try vertical and horizontal sand bags. Mike Smith (DNR permit engineer) as well as Barker Lemar are well aware of this "problem".	KURT LEVETZOW
