63268 		While in town I drove around the plant. Odors were strong. Odors are generally related to treatment process upsets in the wastewater treatment plant. The operator confirmed that upsets had been occurring due to a new piece of production equipment in the plant. I drove around the site on 11/21/16 and did not notice objectionable odors, but there was a strong breeze.
