On 5/23/18 I searched the database a second time and found no record of the notifications. I again spoke with Tricia who explained the contractors have requested a demolition permit from the City, but she will not be issuing one until she receives documentation that the proper notifications have been submitted to the DNR.

On 5/23/18 I relayed this information to DNR Asbestos staff. Tom Weuhr then contacted me and confirmed no notifications had been submitted for this project. Tom stated he had left a message with Canadian Pacific to inform them of the situation. I also provided Tom contact information for the contractors involved.

On 5/24/18, Nathan Stueve contacted me and explained Dean Snyder Construction provided the name of the abatement contractor. The contractor was from Minnesota and is not licensed to perform asbestos work in Minnesota or Iowa. The amount of asbestos removed/remaining is not yet known. The DNR has therefore informed Dean Snyder Construction that no further work may be done on the building until DNR asbestos staff visit the site next week. This matter has now been turned over to DNR Asbestos Staff for further investigation.

On 5/18/18, I (David Knoll) reviewed the asbestos database and found no record of an abatement notification for any Pennsylvania addresses in Mason City during the previous two years. I discussed this with Tricia and explained it was possible the abatement could have been conducted and notification would not have been required if ACM quantities were below certain thresholds. I confirmed this with Nathan Stueve, DNR Asbestos. Tricia decided she would request the abatement records from the contractor and then we would discuss further.

On 5/22/18 I received the following information from Tricia. The demolition contractor (North Iowa Septic Solutions, Mason City) explained to Tricia that the primary contractor (Dean Snyder Construction) had stated both an asbestos abatement and demolition notification had been submitted to the DNR last winter. However, NISS commented they typically receive a copy from Dean Snyder Construction for these type of projects and no copies had been provided for this project.
