The facility spilled 2700 gallons of Keystone herbicide to an on-site ditch. Facility employee was recirculating the herbicide in a tank and did not realize that a valve to an adjacent tank was open. This tank overflowed out of the vent stack and ran across the building roof to a rain gutter. From here the product entered an on-site tile line that discharged to the ditch. Facility employees diked the ditch to keep the material on the plant property. Spilled herbicide was being pumped up and placed in totes. I visited the site on the afternoon of October 26th to assess clean up efforts (see attached memo).
