• Correct the stack discrepancies on the ST14 process line and the other emission points identified in the table above, as necessary, by submitting construction permit applications to the DNR Air Quality Bureau or by physically modifying the stacks so that they conform to the existing permits.

• Determine if a construction permit is required for the IOA buffer tank or if the unit meets an exemption. Submit findings to this office. [567 IAC 22.1(1)]

Recommendations:
• Promptly label all tanks in the ST13 and ST14 process lines with their appropriate emission point numbers.
• Have staff attend Smoke School and become certified to read opacity.
• Ask to remove permit 21-A-265 during the next revision of the CAP.

During the next revision of the Title V permit:
• Clarify which emission points are subject to the 43 tons/year VOC limit (see pages 50, 57, 74 & 83 of the Title V permit).
• For EP 004-067, clarify if this unit is subject to the 30 tons/year VOC limit (8N Line).
• For EP 032-005 & 032-015, include a more detailed description of the two exhaust streams for AF7 Poly 3.
