Assessment Summary

The Class A1 uses are assessed (monitored) as “not supported” due to poor water transparency caused by algae blooms and non-algal turbidity that violates Iowa’s narrative water quality standard protecting against aesthetically objectionable conditions. The Class BLW uses are assessed (monitored) as “fully supported." All other designated uses are “not assessed.” NOTE: A TMDL for impairments at Windmill Lake due to algae and Turbidity was prepared by Iowa DNR and approved by the U.S. EPA in 2018. Because all Section 303(d) impairments identified for the current assessment/listing cycle (algal growth and turbidity) are addressed by the TMDL, this waterbody is placed in IR Category 4a (impaired; TMDL approved).

  • Although the index value for Chlorophyll a is below the impairment trigger of 65 for this assessment cycle, Windmill Lake was listed as partially supporting its Class A1 uses due to aesthetically objectionable conditions. Based on DNR's methodology, the median TSI value for Chlorophyll a must be 63 or less for two consecutive assessment/listing cycles before a lake can be removed from the state's Section 303(d) list (IR Category 5). Additional Notes:According to the DNR Fisheries Bureau, both grass carp and common carp likely contribute to poor water clarity at this lake. The population of common carp, however, is relatively small, and thus is believed to have a relatively minor impact on this lake's water quality. Nutrient loading to the water column and non-algal turbidity remain water quality concerns at this lake.
