The Solid Waste Alternatives Program (SWAP) is a financial assistance program with a primary objective of assisting in the reduction of the amount of solid waste generated and the amount of solid waste landfilled in the state of Iowa. To this end, SWAP provides financial support for the development and implementation of Best Practices, Education and Market Development projects that focus on waste reduction and landfill diversion.
The Derelict Building Program is available for Iowa towns of 5,000 or fewer residents to address neglected commercial or public structures that have sat vacant for at least 6 months.
Iowa Solid Waste Environmental Management System (EMS) program is a voluntary alternative to comprehensive planning for solid waste agencies. EMS participants receive technical support and are eligible for financial assistance to reduce their local, environmental risks and promote environmental stewardship. Grant funding is available to designated EMS participants for goal-oriented projects in organics waste management, household hazard materials collection, water quality improvement, greenhouse gas reduction, recycling services and environmental education.
